The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are released from multiple capitals. Immense energy is devoted on containing certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from Russian territory, a capacity afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats flew past – advanced fighter aircraft delivered to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, probably provided by Western nations. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly gives way to sober acceptance: perhaps the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone close by, part of a defensive team – probably imported technology. Regrettably, the bullets missed the hostile drone – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are clearly incapable to fill in the near term.

Ineffective Peace Efforts

The comprehensive proposal from American leadership sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, continue.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to surrender the areas that it currently occupies in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from believing that the status quo will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until situations evolve in its benefit.

Present Conditions

Factually, there are no real preconditions for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
